The teacher understands how children learn and develop and can provide learning opportunities that support their intellectual, social, and personal development. 

Interpretation:

A teacher is expected to know that typical development and academic abilities vary across domains, yet follows a predictable order. It is influenced by age, experiences and cultural environment that each student will come to class with;  expressed as individual learning needs.  Artifacts:
